Cant see this happening as Westminster consider the oil to be a UK resource.No one knows how long the oil will last. Then the Scottish parliament will be responsible for the decommissioning. They might even give us independence by then. But a large proportion of the No vote would have wanted substantial change within the Union. The former - you can definitely forget about trying to reach out to.
