Just duckduckgoed it and the earliest verifiable mention I can find is from Sept 26 2011 (I don't believe the supposed 2004 post in Urban Dictionary). The P&B claim is just someone posting in collinsdictionary.com but undated as far as I can tell. Certainly seems to have gained far wider currency in recent months, partly due to the upcoming GE.
