Rule 163

Overtake only when it is safe and legal to do so. You should

Not really the highway code states: The rules in The Highway Code do not give you the right of way in any circumstance,

Plus he cited the rule for overtaking, not cars approaching an obstruction.

So you don't overtake obstructions?

Fair point, I realized your interpretation after i had copy and pasted it, and rather than go back and edit it out, i decided to leave it and clear up the mess afterwards,

I always thought the rule was that whoever has the biggest vehicle, and the least likely to come off worse in a crash situation, goes first. Fiat 500s should be very careful about trying to bully 20 tonne artics. And if you drive a white van you always have right of way, anywhere at any time. 

Sometimes common sense is better than the highway code.

Correct. Shite drivers annoy me. Folk who sit with their foot on the brake in traffic jams are shite drivers. In winter time, the glare off brake lights is pretty bad and gives me a headache when stuck behind a moron in a traffic jam.
