I'm talking about obstructions. Rule 163 Overtake only when it is safe and legal to do so. Fiat 500s should be very careful about trying to bully 20 tonne artics. And if you drive a white van you always have right of way, anywhere at any time. Folk who sit with their foot on the brake in traffic jams are shite drivers.
