Orraloon
If we get control of income tax what will that money be expected to pay for? Will there be an equivalent reduction in the block grant from Westminster?

Ally Bongo
If we get control of income tax what will that money be expected to pay for? Will there be an equivalent reduction in the block grant from Westminster? Think it's going to be miniscule with 70% of tax & 85% of Welfare being retained There is absolutely no way the Income Tax raised in Scotland will be given to the Scottish treasury which is what is being inferred

Lamia
No housing benefit despite previous cross party support - apparently the DWP vetoed it!! There will be some sort of top-up allowed though - no idea how that will work. Think this was a done deal before the commission even started given the refusal to hold off on the rollout of Universal Credit

We will now live as two nations with two tax systems and no macro economic control on some key issues living under one umbrella state with one currency that no-one can be sure they control. That’s the definition of a macro-economic mess in the making."

Flure
Nicola Sturgeon @NicolaSturgeon I welcome all new powers - and pay tribute to Lord Smith - but 70% of our taxes and 85% of welfare staying at Westminster not real home rule

Flure
Haven't read the small print. Has every aspect of THE VOW delivered?... No job creating powers Scotland needs nor the welfare powers needed to tackle poverty. 70% of our taxes and 85% of welfare staying at Westminster not real home rule No move to devolve employment law or equalities Failure to devolve inheritance and capital gains taxes will impair land and tax reform

stocky
income tax is useless.. nothing will change here, we can set rate but not when rate starts.. welfare, we got control of winter payments and cold weather allowance.... well we are colder this will cost us and save Westminster... The only good thing is it looks like we will get control of crown Estates... this could be a biggy.. although it is recommended that these are further devolved to the local councils... in theory they want to by pass Holyrude with this. will see what happens here. E.V.E.L .proposals will be introduced before xmas,,, that is also a good thing... air passenger duty . also a good one, that will be abolished, and we will perhaps see an increase in flights, ( Prestwick becoming a main hub for Ryan air, easy jet etc) this will provide jobs etc.. B.A. particularly keen on this at indyref time... so scope here. so currently we raise 7% of our taxes, next year this goes to 15% (calman) and later? (smith, time unspecified) we control 30% of taxes. 30% no where near Home Rule or the 'Closest thing to federalism' we were promised.... We wouldn't have got this far without the indy ref... but it also ensures there will be another one within 10 years...
