I've got to flip down the sunvisor to cut out the hi-density light from people sitting with their foot on the brake sitting in front of me. Its hardly a blinding light, look at something else don't state at them. Yes. 100% of people who do it are inconsiderate and shite drivers. What a ridiculous statement. Says a lot about you. Its neither inconsiderate as people can choose to sit on the break or use a handbrake, no rules say either way. And to claim it makes people a shite driver is laughable. You can't judge them by that. Actually, the Highway Code advises that if you're in a stationary queue you should apply the handbrake only to avoid dazzling following drivers. The Highway Code is the definitive set of guidelines covering use of the road and its rules and regulations. The use of MUST/MUST NOT at various points denotes a law, and other parts are advisory.
