Would the quality of the top league be much weaker with the best 18 sides rather than the best 12? I'm not convinced it would although its an easier argument to make with Hearts and Hibs in the Championship. If Rangers hadn't bankrupted themselves, Hearts hadn't plundered themselves into administration and Hibs hadn't been so woeful under Butcher, the three of them would be in the top flight. This isn't Scottish Football's fault, it's those clubs themselves for mismanagement on and off the pitch. Good to see Hearts get their act together on and off the pitch.
