Is this to stop inappropriate names being coined like "Hurricane Bawbag", or in this instance "Hurricane Semi".... Could be wrong but I think it's the Met Office that names the storms and has a list of names which folk across the country suggested so it's not been named in Scotland. Plenty of English, Irish and Welsh names on there.
