Figo knows he has to get votes from outside Europe, the votes Blatter usually has wrapped up, so he's given them the incentive of extra World Cup places in an attempt to get them to switch their vote. He said the extra places would be for non UEFA countries, so he's offering an incentive to countries in the other confederations. While the 2 x 24 team idea seems bonkers, it opens up the possibility of hosting to more countries and confederations too. It's politics.
