Once all bundled together to get the total number if votes cast then all seperated again, counted and placed in their respective yes/no bundles. Its supposed to ensure fair play and to make sure each vote is counted.For example say theres 10 000 votes cast and it comes back 5000 for one side and 4500 for the other then it shows 500 votes are unaccounted or vice versa.
