If there is £100m more spending from the UK Government to departments that have 90% of their activities devolved - and the population ratio is 5.79 people in England to people in Wales - then the Welsh would receive £5.2m in extra funding. 100 * 90 * 5.79 = 52,100*(10^2) or £5.2m.
