You're not reading in the official places in that case. The polis or stewards don't have any right to take hard cash from you because you might throw it away. C'mon! However, as Flure mentioned above ... it's a good idea to donate it if there's an opportunity. The coins in Poland with the exception of the 5zł (£1) coin is proportionately small change to us but much bigger value to the TASA and the people it caters for.
