Fascinating story, always seemed a tad ambitious. 

There's a reason why no-one's returned to the moon for 50 years, it costs a s**tload of money.

True but things could change. New launch systems are bringing down costs with private companies being used rather than the bigger corporations who have higher costs. There is also another thing that could spark another race to the moon. It is being found that there are valuable minerals on the moon and it could serve as an ideal base/stepping stone to Mars and throw China in the mix. They are quietly growing in stature in space exploration and are planning towards building a permanent moonbase so the US will want to respond.
