Yeah there was an interesting difference in the reporting of this on Scotland Tonight (10 minute feature/ discussion) and Scotland 2014 (about 30 seconds at the end including the failure to name the paper correctly)...

They seem to have got wise to on-street parking nearby. Permits only in the evening or you get impounded (I've seen it happening).
Last time I parked up next to Kelvingrove Park in Royal Terrace, a few streets further to walk but at least it was free...
