Even assuming the SNP wanted to, it wont happen until two conditions are met: 1. Labour are broken at local level. 2. There's sufficient money to duplicate services. For all those criticising SNP's centralising tendencies, ask them if they'd be happy to pay to, say, double number of local authorities, I doubt many would approve.
