That's from Kungsgatan in Stockholm (think Sauchiehall Street in Glasgow) and there was a driving ban that day to give workers time to rip off the stickers that were hiding the new road signs. This photo was taken during the driving ban and that's why people are walking in the road. Search for "Dagen H" for more info.
