Why is that? As far as I can tell no clubs outside of Rangers and Celtic are prepared to pay to have it in operation this weekend. I'm guessing the cup must be different from the league where it's perhaps mandatory. Obviously from a Rangers POV it's worth the investment to make sure we get a couple of decisions going our way.
