FIFA run the World Cup, but UEFA are responsible for how their teams qualify for it (UEFA put all their eggs in one basket when there was talk of a expanded World Cup that they could use the Nations League format to get teams to qualify in a similar way as to the Euros, but never happened for UEFA). To be pedantic, 99% of UEFA will be playing that night (or roundabout that date) in friendlies, and UEFA have sold tv time slots, so need teams playing. We are well into the 90 days that Wales have to have the venue tied down, and even then, there is no way they could get everything ready in time on the basis they MIGHT make the final if they beat Austria first (a Wales v Ukraine friendly in the Millennium?.....) They have a very good record at that stadium, much better than at the bigger stadium, can't mind what its called now. They haven't played there for years - why would they move stadium to a ground the majority of their players have never played in just to accomodate a huge away support?
