"Professional Weegies"

Recently I heard this phrase directed at some of the inhabitants of the world's greatest city by a Dundonian at Central Station. The lad for some strange reason was not particularly impressed by his visit to the world's greatest city.

What does make one a "professional weegie" as apposed to "a semi-professional weegie" or "a junior weegie"  ? I am most interested.

Is there strict criteria you have to meet or something ?

Surely asking them at the time would have been the best course of action.
