Sending up a balloon, maybe, to gauge reaction? Happy to play the fall-guy for a fat envelope when he's 'sacked'? I think there was a slightly less influence of envelopes on Russia part (but probably still a element), as at the time, Russia bid was clearly the best..... Russia/Soviet Union had been long over due a tournament of any kind (think 1990 was the closest it had come to getting a WC) so that played in its favor (the FA just had sour grapes that they lost out and just that their bid was not good enough).
