Basically, too many people don't have the balls to make big decisions. They'd sooner stick with what they know no matter how poor things are. Now don't get me wrong many more will vote to stay in as they genuinely believe it is the best decision. Then you come to the countless Europeans who live in the UK (just as English living in Scotland) they will not vote to leave - family ties/loyalties and all that. Also the timid will believe the government scare-mongering and big businesses scare-mongering. So there you have it. I assume that is the result of the referendum, they are talking about and doesn't factor in the 2nd referendum if we get it wrong the first time round?
